Transparenca e financimit, rekomandimi qendror

The CULTUR-AL project, implemented by the National Centre for Community Services (NCCS) and Artivista Center with funding from the European Union, submitted its contribution to the public consultation on the draft National Culture Strategy 2026 - 2030 of the Ministry of Tourism, Culture and Sport. The document was enriched by the comments of 13 member organisations of the CULTUR-AL network.
Our assessment is that the strategy is ambitious and necessary, but needs stronger implementation mechanisms, transparent funding, a clearer role for civil society, more participation and accessibility, links with sustainable tourism and alignment with European priorities for culture.
Funding transparency, the central recommendation
According to the presentation materials of 3 June 2026, the five-year budget of the strategy is about 34.85 billion lek from five sources: reallocated state budget, new budget allocations, international and EU funds, private and fiscal incentives, and public-private partnerships (PPP). The aim is to raise public funding for culture from about 0.4% towards 1% of GDP and to direct 8 to 12% of the tourism tax to the Cultural Heritage Fund. We recommend a public culture funding portal that publishes every year the planned and actual budget, sources, beneficiaries, distribution by municipality, calls, criteria, juries and scores, fiscal incentives, every PPP and the annual report of the Cultural Heritage Fund.
Other key recommendations
- Culture as a cross-sectoral policy, with a permanent “Culture in public policies” mechanism linking it to education, tourism, regional development, and social and green policies.
- Culture as a driver of democracy and social cohesion, and artistic freedom guaranteed in practice, through open, competitive and independent public funding, with the right of appeal for applicants.
- A Status of the Artist drafted through broad consultation, as an instrument that creates real rights to social protection, fair pay and standard contracts.
- Co-financing between the Ministry and municipalities, and a joint sub-programme for sustainable cultural tourism, in line with the National Tourism Strategy 2024 - 2030.
- For heritage: mandatory public consultation on every intervention, online publication of impact assessments, permits and decisions, a public register of interventions, stronger penalties, an “Adopt a Monument” programme and risk plans for sites.
- Creative industries in small towns and rural areas too, with minimum targets for the territorial distribution of funds and multi-year funding for cultural organisations.
- For infrastructure: management and maintenance plans for every investment, publication of its cost and management model, a national programme for public and community cinemas, and libraries as community centres.
- Inclusion and accessibility: programmes for the heritage of Roma and Egyptian communities, free or subsidised participation for children, young people, pensioners and low-income families, sign language and accessibility audits.
- Digitisation beyond inventories: 3D documentation, photogrammetry, GIS and open digital archives.
- Annual reporting with measurable indicators: planned and actual budget for each priority, beneficiaries, territorial distribution and cultural participation.
These recommendations are closely linked to our monitoring State of Culture in Albania 2025, which shows how hard it is today to follow how much is spent on culture at the local level.
