Rreth Qendrës Artivista
Qendra Artivista është një organizatë jofitimprurëse shqiptare që, përmes kërkimit dhe advokimit, punon për një zhvillim më të planifikuar, më transparent dhe më të llogarishëm në kulturë, turizëm, mjedis dhe arsim. U themelua në vitin 2019 nga profesionistë të artit, arsimit dhe zhvillimit, me mbi 30 vite përvojë të zbatuar në Shqipëri.
Vendimet për kulturën, turizmin, mjedisin dhe arsimin merren për një territor të caktuar dhe për njerëzit që jetojnë në të. Ne ndjekim si merren këto vendime, kush i merr, me çfarë fondesh dhe me çfarë rezultatesh, dhe i bëjmë gjetjet të disponueshme për qytetarët dhe institucionet.
Kërkimi dhe advokimi në qendër të punës sonë
Kërkimi. Mbledhim të dhëna drejtpërdrejt nga institucionet, përmes kërkesave për informim, dhe nga dokumentet publike si programet buxhetore afatmesme, buxhetet vjetore dhe planet vendore. I analizojmë këto të dhëna në profile, raporte monitorimi dhe kërkime gazetareske, të cilat i botojmë të plota dhe të krahasueshme.
Advokimi. I kthejmë gjetjet në rekomandime konkrete për bashkitë dhe institucionet qendrore, i ndjekim në kohë, ndërtojmë rrjete me organizatat e shoqërisë civile dhe gazetarët, dhe informojmë publikun përmes mediave dhe fushatave. Puna jonë advokuese mbështetet gjithmonë te të dhënat.
Qasja jonë
- Planifikim. Advokojmë që vendimet në kulturë, turizëm, mjedis dhe arsim të nisin nga njohja e kontekstit vendor dhe e nevojave të komuniteteve, të mbështeten në të dhëna dhe të jenë pjesë e planeve afatmesme, jo projekte të shkëputura. Për këtë, krahasojmë çfarë parashikojnë strategjitë dhe programet buxhetore me atë që ndodh në terren.
- Transparencë. Mbledhim dhe analizojmë grupe të dhënash për buxhetet, stafin, projektet dhe vendimet publike, për të kuptuar dhe dokumentuar nivelin e transparencës së institucioneve: nëse u përgjigjen kërkesave për informim, sa të plota dhe të sakta janë përgjigjet, dhe nëse të dhënat janë të publikuara dhe të kuptueshme për qytetarët. Kur informacioni refuzohet, përdorim mekanizmat ligjorë, përfshirë ankimin te Komisioneri për të Drejtën e Informimit.
- Llogaridhënie. Krahasojmë fondet e planifikuara me ato të shpenzuara, angazhimet me rezultatet, dhe të dhënat e raportuara nga institucionet me ato të dokumenteve të tyre zyrtare. I bëjmë publike mospërputhjet, u kërkojmë institucioneve shpjegime dhe ndjekim nëse rekomandimet zbatohen.
Punojmë me bashkitë, institucionet qendrore, organizatat e shoqërisë civile, gazetarët dhe komunitetet vendore, përmes proceseve me pjesëmarrje.
Aktualisht, bashkë me Qendrën Kombëtare për Shërbime Komunitare, zbatojmë projektin CulturAL (2024 – 2027), me mbështetjen financiare të Bashkimit Evropian. Pjesë e tij është monitorimi “Gjendja e Kulturës në Shqipëri 2025”, i pari i këtij lloji në vend, që analizon të dhënat e 60 bashkive dhe të disa institucioneve qendrore për buxhetin, stafin, trashëgiminë dhe planifikimin kulturor.
Qendra Artivista fitoi personalitet juridik më 20 maj 2019, e regjistruar në Gjykatën e Rrethit Gjyqësor Tiranë sipas ligjit nr. 8788, datë 07.05.2001 “Për organizatat jofitimprurëse”, të ndryshuar.
About Artivista Center
Artivista Center is an Albanian non-profit organisation that works, through research and advocacy, for more planned, transparent and accountable development in culture, tourism, the environment and education. It was founded in 2019 by professionals in art, education and development, with over 30 years of applied experience in Albania.
Decisions on culture, tourism, the environment and education are taken for a specific territory and for the people who live in it. We follow how these decisions are made, who makes them, with what funds and with what results, and make our findings available to citizens and institutions.
Research and advocacy at the heart of our work
Research. We collect data directly from institutions, through requests for information, and from public documents such as medium term budget programmes, annual budgets and local plans. We analyse these data in profiles, monitoring reports and investigative journalism, which we publish in full and in a comparable form.
Advocacy. We turn findings into concrete recommendations for municipalities and central institutions, follow them over time, build networks with civil society organisations and journalists, and inform the public through the media and campaigns. Our advocacy always rests on data.
Our aproach
- Planning. We advocate that decisions in culture, tourism, the environment and education start from an understanding of the local context and the needs of communities, rest on data and form part of medium term plans rather than isolated projects. To this end, we compare what strategies and budget programmes foresee with what happens on the ground.
- Transparency. We collect and analyse data sets on budgets, staff, projects and public decisions to understand and document the level of transparency of institutions: whether they answer requests for information, how complete and accurate their answers are, and whether the data are published and understandable for citizens. When information is refused, we use the legal mechanisms available, including complaints to the Information and Data Protection Commissioner.
- Accountability. We compare planned and actual spending, commitments and results, and the data institutions report with their own official documents. We make discrepancies public, ask institutions for explanations and follow whether recommendations are put into practice.
We work with municipalities, central institutions, civil society organisations, journalists and local communities, through participatory processes.
We currently implement the CulturAL project (2024 – 2027) together with the National Centre for Community Services, with the financial support of the European Union. It includes the “State of Culture in Albania 2025” monitoring, the first of its kind in the country, which analyses data from 60 municipalities and several central institutions on culture budgets, staff, heritage and cultural planning.
Artivista Center gained legal personality on 20 May 2019, registered with the Tirana Judicial District Court under Law no. 8788, dated 07.05.2001 “On non-profit organisations”, as amended.
