State of Culture in Albania 2025 is the first monitoring of its kind in the country. For each municipality we build a culture sector profile from data obtained directly from the institutions and their budget programmes: how much is spent on culture, who works in it and how it is planned. Each profile ends with findings and recommendations, so that citizens, journalists and the municipalities themselves can follow how public money for culture is used. The profiles cover 60 of the 61 municipalities: the Municipality of Kurbin did not respond to our repeated requests for information.
