Summary

Patos, the oil town in Fier county, had 18,227 residents in 2023, about a fifth fewer than in 2011. Culture is run by the Palace of Culture and the Children's Cultural Centre, both on the Republika promenade.

Public funds for cultural activities rose from 3.07 million lek in 2020 to 3.97 million lek in 2024 and stayed at that level in 2025 and 2026. The number of activities grew from 7 in 2020 to 12 a year from 2022. All activities are free for residents.

The Margëlliç Castle, a first category monument in the municipality, has received no funds for its care from the Ministry of Culture or the Institute of Cultural Monuments. Patos has no culture strategy and held no public consultations on culture.

1. Governance and institutions

The Palace of Culture organises artistic, cultural and historical activities. Built in 1970, it has three floors and about 1,400 m², with a cinema hall, a conference hall and a library hall. The Children's Cultural Centre, just behind it, organises artistic, cultural and sports activities with talented children from the municipality's schools. The reply gives 4 staff for the Palace and 5 for the Centre in its text, and 5 - 6 and 4 - 5 in its yearly table.

2. Staff and funding

Public funds for the activities organised or supported by the municipality were 3,065,000 lek in 2020, 3,775,000 lek in 2021, 3,790,000 lek in 2022, 3,850,000 lek in 2023 and 3,970,000 lek in both 2024 and 2025. The 2026 budget for culture is again 3,970,000 lek and is being carried out under a contract with the operator that won the tender. These funds are part of a combined programme for education, culture, sport and social affairs.

According to the yearly table, staff in the two institutions grew from 9 in 2020 to 11 in 2025. All activities are free, so the institutions earn no income.

3. Cultural programme

The municipality held 7 activities in 2020, 9 in 2021 and 12 a year from 2022 to 2025, organised each year through public procurement. They include local festivals, theatre, social activities for women and older people, artistic activities for children and young people, and official ceremonies for national and local historical holidays.

4. Heritage

The Margëlliç Castle, a first category cultural monument, lies in the municipality. The Ministry of Culture and the Institute of Cultural Monuments have not allocated funds for its care.

5. Planning and public participation

The reply answers “none” to the questions on culture strategy, public consultations and plans for the coming years.

6. Culture across the municipality

Most activities take place at the Palace of Culture. By administrative unit, Patos hosted 6 activities in 2020 and 9 a year from 2022, Zharrëz 1 in 2020 and 2 a year from 2022, and Ruzhdie none in 2020 and 1 a year from 2021.

  • Activities grew from 7 to 12 a year, all of them free.
  • The reply's figures by administrative unit add up exactly to the yearly totals.
  • The Margëlliç Castle has received no funds for its care.
  • Patos has no culture strategy and held no consultations on culture.

Recommendations

Seek support for Margëlliç Castle

Asking the Ministry of Culture and the Institute of Cultural Monuments jointly for a care plan, and looking at EU programmes, could start the protection of the castle.

A separate culture budget line

Showing culture separately from education, sport and social affairs would make the budget easier to follow.

More events in Zharrëz and Ruzhdie

With most activities in Patos town, adding events in the two other units would reach more residents.

A short culture strategy

A strategy discussed with residents would guide the yearly procurement of activities.
