Summary
Kavajë, on the Adriatic coast south of Durrës, runs culture through a Directorate of Culture and Sport and a Children's Cultural Centre, both housed in the Palace of Culture “Mustafa Krantja”. Its budget for cultural activities was between 3.1 and 4.6 million lek a year during the period 2020 - 2025, spent on a small and stable set of events: the Folk Song Marathon and “Verë dhe Portokalle” every year, the opening of the tourist season, a Vlach community event, the Children's Festival and year-end celebrations.
The largest investment in culture did not come from the municipal budget. The Ethnographic Museum, damaged by the earthquake of November 2019, was restored and digitised through the EU-funded EU4Culture programme, implemented by UNOPS, at a cost of over EUR 1 million. The municipality itself spent 7 million lek in 2025 to turn two existing busts into monumental statues.
Kavajë has no culture strategy, earns no income from culture and does not report activities by administrative unit. Its population fell by a quarter between the two censuses, and almost one resident in four is aged 65 or over.
1. Governance and institutions
The Directorate of Culture and Sport, on the third floor of the Palace of Culture “Mustafa Krantja” in the town centre, organises cultural, artistic and sports activities and runs the stages, halls and library service. The Children's Cultural Centre, on the second floor of the same building, offers educational, cultural and artistic activities for children. In 2025 the former Directorate of Culture, Cultural Heritage, Tourism and Sport was reorganised and two of its sectors became separate directorates.
2. Staff and funding

The budget for cultural activities was 3,300,000 lek in 2020, 3,600,000 lek in 2021 and 2022, 3,100,000 lek in 2023 and 4,600,000 lek in 2024 and 2025. The reply writes the 2021 amount as 36,000,000 in figures but 3,600,000 in words; the events listed for that year add up to 3,600,000 lek. In 2020 the listed events add up to 3,200,000 lek, 100,000 lek less than the total given. Staff in the structures responsible for culture numbered 35 in 2020 - 2023, 50 in 2024 and 33 in 2025, after the reorganisation. The cultural institutions earned no income of their own.
3. Cultural programme

The municipality organised or funded 4 events a year in 2020 - 2023 and 6 in 2024 and 2025. Each of the main events received about 1 million lek. The Folk Song Marathon and “Verë dhe Portokalle” were held every year; the opening of the tourist season and a Vlach community event were added in 2021; the Children's Festival returned in 2024, together with year-end celebrations. Events take place in the Palace of Culture “Mustafa Krantja”, the Cultural Centre “Aleksandër Moisiu” and public spaces across the municipality.
4. Heritage
The Ethnographic Museum, damaged by the 2019 earthquake, was restored in a two-year project that covered its structure, its collection and its digitisation. It was financed by the EU4Culture programme of the European Union and implemented by UNOPS, with over EUR 1 million. In 2025 the municipality spent 7,000,000 lek to replace the busts of Indrit Cara (“Ushtar Kavaja”), unveiled on 31 March, and Josif Budo, unveiled on 10 July, with monumental statues.
5. Planning and public participation
Kavajë has no culture strategy. Its cultural activity follows the Directorate's annual work plans, a calendar of events and decisions of the Municipal Council. The municipality says it held consultations and meetings with the community and local actors when projects required them, but gives no number.
6. Culture across the municipality
The reply states that activities and investments reached the four administrative units of Golem, Synej, Helmas and Luz i Vogël, but has no figures by unit. Both cultural institutions are in the town of Kavajë.
Conclusions
- The budget for cultural activities was between 3.1 and 4.6 million lek a year, spent on 4 to 6 named events.
- The Ethnographic Museum was restored with over EUR 1 million from the EU4Culture programme.
- The municipality spent 7 million lek on two monumental statues in 2025.
- Staff rose from 35 to 50 in 2024 and fell to 33 in 2025 after a reorganisation.
- There is no culture strategy, no income from culture and no data by administrative unit.
Recommendations
Correct and complete the budget figures
The 2021 amount should be reported as 3,600,000 lek, and the 100,000 lek gap of 2020 explained. Publishing planned and actual spending for each year would make the figures easier to follow.
Make the restored museum a lasting asset
After an investment of over EUR 1 million, the Ethnographic Museum needs a plan for opening hours, staff, education programmes and visitor numbers, reported every year.
Bring culture to the coast and the villages
Golem and the other units could host part of the programme, especially in the tourist season. Reporting activities by unit would show how far culture reaches beyond the town.
Prepare a culture strategy
A strategy for 2026 - 2030, discussed with residents and cultural groups, could link heritage, the summer season and the work of the Children's Cultural Centre, with clear targets.
About the data
Population figures come from the INSTAT 2023 Census. Budget, activities, staff and heritage are as reported by the municipality in its reply. No medium term budget plan (PBA) was available for Kavajë.
Every effort has been made to base this analysis on the data provided by the municipality, complemented with data from its Medium Term Budget Programmes (PBA) published online. For comments or questions, please contact artivista@arti-vista.org.
